Surface Coal Mine Emergency Response Team Training Program
The Surface Emergency Response Team (ERT) course provides the skills and knowledge required by ERT members to respond to a wide range of emergency incidents at coal mine sites, using hose and foam firefighting equipment, pumper, breathing apparatus, ropes and extrication equipment to safely and efficiently extricate persons and recover mine assets from elevated areas, confined spaces, fires, hazardous materials spills and mine vehicle accidents. Course content is contextualised to the surface coal mine environment.
The complete Surface ERT training package is delivered by QMRS trainers at Blackwater and Dysart Rescue stations. Selected modules within the course can also be trained at any mine site, if the required resources are available.

Modules 1 – 4
- PMAWHS211 – Prepare equipment for emergency response
- PUAEQU001 – Prepare, maintain and test response equipment
- PUAFIR210 – Prevent injury (pre-requisite unit)
- PUAFIR207 – Operate breathing apparatus open circuit
- PUAFIR220 – Respond to isolated structure fire (pre-requisite unit)
- PUAFIR309 – Operate pumps
- PUATEA001 – Work in a team
- RIIERR201D – Conduct fire team operations
- RIIERR302D – Respond to local emergencies and incidents
Module 5
- PUAFIR324 – Render hazardous materials incidents safe
- PUAFIR306 – Identify, detect and monitor hazardous materials at an incident
Module 6
- PUASAR032 – Undertake vertical rescue
Module 7
- PUASAR025 – Undertake confined space rescue
Module 8
- PUASAR024 – Undertake road crash rescue
In addition, if students successfully complete all training and assessment in the ERT training program and also provide a copy of their Statement of Attainment for the units listed below, then they may also be awarded the current nationally accredited qualification RII30715 – Certificate III in Mine Emergency Response and Rescue from Performance Training (RTO 1718), under a credit transfer arrangement.
The units required to credit transfer, are as follows:
- HLTAID003 – Provide first aid
- RIICOM201D – Communicate in the workplace
- RIIRIS201D – Conduct local risk control
- RIIWHS201D – Work safely and follow WHS policies and procedures
- RIIERR205D – Apply initial response first aid
- RIIERR302D – Respond to local emergencies and incidents
Plus one of the following 2 units:
- RIIGOV201D – Comply with site work processes/procedures or
- RIIQUA201D – Maintain and monitor site quality standards
Note about certified copies:
QMRS and Performance Training recognise that it is difficult for shift workers to get certified copies of their Statements of Attainment. For this reason, Performance Training will verify the information on the Statement of Attainment by contacting your previous RTO or (in the instance that your previous RTO is no longer operating), by contacting ASQA. Therefore, you do not need to go about getting a certified copy of your Statement of Attainment.

The course is delivered in block training at QMRS training facility at Blackwater as follows:
- Modules 1 – 4 (6 days)
- Module 5 (3 days)
- Module 6 (5 days)
- Module 7 (2 days)
- Module 8 (5 days)
Students that successfully complete all training and assessment in the ERT training program will be awarded a Statement of Attainment for the accredited units of competency listed above, from Performance Training (RTO 1718).
Note that each mine operator may have its own requirements for specific accredited units that they want included in ERT training, therefore, please check with the relevant mine operator before enrolling in this course, to make sure that this course suits your needs.
Entry requirements for this course
This course is delivered as accelerated learning and as such is designed to build on existing skills and knowledge in coal mining health and safety. Accordingly, to enter this course, you must have:
- A minimum of three (3) years current experience in a Queensland coal mine
- Where pre-requisites have not been received through QMRS training, Statement of Attainment showing that you hold the following units of competency:
- PUAFIR210 – Prevent injury
- PUASAR022 – Participate in a rescue operation
- PUAFIR306 – Identify, detect and monitor hazardous materials at an incident
Foundation skill requirements for this course
Core skills at level 3 – or the ability to reach level 4 with support – on the Australian Core Skills Framework (ACSF). For example:
- read familiar texts of limited complexity (may involve tables / graphs) written in English
- write reports (e.g. incident report) and complete workplace records (e.g. forms) in English
- carry out tasks involving a number of steps in a range of familiar contexts and some less familiar contexts
- use conversational English to give convey or gather information
- use a combination of formal and informal maths symbols, diagraphs and conventions (e.g. 12/5%, 60Km/Hr, 1.25m etc.), and use a calculator to undertake numerical calculations etc.

To study in this course, you must provide the following materials and equipment:
- Student must wear their normal mine-site minimum PPE to this course (e.g. long sleeve, high-visibility shirt, long pants, helmet that meets the Australian Standard, safety glasses, boots that meet the Australian Standard etc.)
